Well that's great. Gift card still on cart on Target and gives an error when checking out, but got confirmation from PayPal that the offers were applied to an order that hasn't been placed...

Any chance contacting paypal would help? I brought a $25 giftcard and it charged me the full amount. I saved screenshots with payment review page and the target offers.

Also will target refund a giftcard? or At least let you change the payment method? I can switch it back to my redcard and save some money at least.
