charged full amount on card. PayPal sucks.

I tried again with Target after cancelation and the offer was still there when i went back through the checkout process.......nope, charged me in full.
Lol. It is a target gift card. How much do you really lose? Not worth the time to fight it
This is not much different than running a scam. I sell you a digital item for "free" and you take it, then I immediately say it's actually $100 you owe me and you can't back out now because it's a non-refundable digital transaction.
Still worked for me..
Added both deals, took several tries, and couple error messages, but received email from PayPal that both offers were loaded, went to Target, created account, added $25 eBay gift card to cart and proceeded to PayPal checkout, it showed me the 2 offers were added, taking the full $15 off and even allowed me to put the remaining $10 payment onto my PayPal Credit.

I was trying to buy actual stuff, it was not even GCs...
Great! Got the email "Your offer covered your entire purchase to Target." from PayPal but I have nothing under the Target's Order history...
Not sure if it is Target or PayPal
Should hurry to redeem the gift cards?
