I'll outline a few more data points in case anyone is interested:
1. After you activate a coupon. Refresh the page and scroll all the way to the bottom. This is where it shows all your active coupons. I use this to confirm that the coupon has been correctly applied to the account.
2. Paypal has pulled coupons before due to the SD effect, however if you were able to activate the coupon prior to them removing the coupon (and confirm it's still showing through Step #1), it should still be valid on the account. Regardless, as with anything on SD, I suggest you use the coupon asap as the early bird gets the worm.
3. It bears mentioning again to use Paypal as your source of payment for the entire transaction. A lot of of people such as myself already have a credit card set as a default payment source for all these ecommerce sites. And in their haste, they rush through the checkout process and end up using their credit card instead of Paypal for their payment. Make sure to double check that you are indeed using Paypal and that it is the same Paypal account that the offer was activated on.
4. After the purchase, you should receive a confirmation email from Paypal. In that e-mail, it'll state that "You saved $X with your Special Offer" and in the payment details, it'll show the discount from your total payment. From my experiences, the discount has never shown on the merchant checkout screen, only on the confirmation e-mail from Paypal once you have made the purchase.
The pending charges will eventually drop off someday.
