Completely incorrect; FAA limits to 22" x 14" x 9" dimensions.
edit: I see you qualified as 'personal item'. Personal item is a purse or laptop; this is meant to replace your roller bag (eg., your 1 carry-on.)

I used a similar (more expensive) backpack for international trip recently; was surprised at how easy it was to travel with.

I fly spirit and I've used my 48L backpack (bigger than some luggage) over 2 dozen times with no problem. Literally flown across the country for $120-150 (round trip) is so easy and cheap. I got the backpack via SD for $30 (huge clearance 80% off)

$2 cheaper in September per CCC.

And there's $hilling: 32% of current reviews are by those with previously-deleted fake reviews.

Real reviews rate it much lower: https://reviewmeta.com/amazon/B09CH38BWQ

Some of the REAL reviews: https://www.amazon.com/Taygeer-Ex...geNumber=1
"The design of the backpack is the issue. For me, this bag is trying to do too much and not doing any of it well. There a million zippers, pockets and I feel like its wasting useable space. The computer sleeve area is against your back when you are wearing the bag so if you stuff the suitcase portion, it looks like it would put a lot of stress on the device. I didn't feel comfortable putting my MacBook in there so I put it in the front zipper.
I left Vegas took an hour flight to San Francisco and when i got to the hotel to unpack, the zipper already broke! LOL.. i dont know how well this bag is stand up. Not my favorite."

Too big for a personal item in most airlines. I wouldn't risk it as some airlines get very picky.

It's a carry on. Personal item max about 20 liters.

Absolutely - that 20" dimension is the real kicker. If it were 16 you could definitely get away with it as a personal item under-seat with a cinched load. Still, at only 12" wide, you can probably board with it (as long as it's not completely stuffed) as long as you're a bigger person and you wear it as a backpack. I did the same with a 12x19 backpack (32L) on "personal item only" flights on United, Ryan, and Play last month. I'm also 6' and 200lbs, so the backpack was almost invisible behind me and I pretended like it weighed a lot less than the 23 pounds I'd packed in it.

If you want to be safe, here's the made-to-fit max personal item: https://cabinmax.com/products/met...on-ryanair (not sure what the avail is in the states).

Compare product images to customer images.
Product images make it appear as it's a hard material (look at the corners) but it's not if you check the customer images.
Pass.

Really? I travel with my 28L backpack all the time as my personal item and never had an issue so far. But I'm 6'5" so it looks smaller on me too lol

Soft sided backpacks are great because they fit in even the smallest regional aircraft overhead luggage racks. We can travel with 1 week + clothes, toiletries (under 3 oz of course for liquid) and electronics and never have to mess with checking bags. Here is the one we use. They aren't made anymore but you can still find them online. Has 2 outside pockets which each has smaller zipper section. The inside part that goes against your back has a mesh compartment as well. https://poshmark.com/listing/NWT-...HUQAvD_BwE

Some discount domestic airlines like Frontier and Spirit limit personal items (under the seat bags) to 14"X18"x8".

Ordered 13. Too poor to rent or buy a home. Will live out of them on the road.

From United and Alaska Airlines website. The maximum dimensions for a carry-on bag are 9 inches x 14 inches x 22 inches.
