Any 3d printer can try, results will vary widely depending on the quality of your printer though. Getting something that looks as smooth as the pictures on the site is going to require either a good chunk of money or a very good chunk of time.

I think so, but not sure. I'm using PLA filament in an Ender 3 Pro (found a $99 dollar deal on here at microcenter). The Star Wars Armor I bought is printing great.

So the armor I bought ended up being about $35 after a sale price and the coupon. And for me it's worth it not having to figure out too much more. There's a pretty steep learning curve to these stupid 3D printers. I did not need another frustration headache from hades, lol.
I've printed one of their previous free Iron Man helmets in the past. They are always fantastic renderings, but for 3d print files it was just good, not great. I eventually got it to work, but the scale was way off and wouldn't fit on anyone's head. It had a couple pieces that weren't actually merged/booleaned properly, so they fell off during assembly instead of printing solid.
This was a couple years ago, so maybe they are better now. Buy just know that you need to do a good amount of tweaking to get these files truly print ready. You'll need to chop them up, add supports, blah blah blah.
If I needed another cosplay, I would probably search 3Demon first, since they have better quality print files.

Just an FIY, the smoothness you see in the main listing pictures is a fake render. There might be some on the forums that are from actual builds.
Anyone who's printed with FDM knows it never comes out smooth and always takes an acetone vapor bath, sanding, etc.
Proper primer and paint helps, but there's a LOT of work before you can get to that step.
Getting this printed and finished to the level you see at conventions is literally hundreds of man hours and thousands of dollars, assuming you don't have any of the necessary tools or materials.
