Make sure you order via the /amex URL, and not via some referral site (which probably includes clicking through the SD link). I didn't get my cashback last year, ostensibly due to that. I placed a second order via the correct URL, and then it worked

Right, but the Amex email entitled "Great news! You recently used your Amex offer at HEMISPHEREP-WINEINSIDR" states:
"If your purchase meets all eligibility requirements of the offer terms, you'll see your rewards reflected directly on your statement. Credits may be reversed if qualifying purchase is returned/cancelled"
So that clearly states that you haven't yet earned the credit especially since the purchase using the link did not meet the requirements of the offer terms.
Did you receive a separate email stating the credits were in fact eligible? You likely won't and won't know until your card is moved off a pending transaction to see if the credit was applied or not.
Well, using the Amex link I can order a $17.99 and a $16.99 bottle to get to $35 but then there's $14.95 shipping unless I order six bottles. There's no way to stay near $35 while buying six bottles. Soooo ... if you use the link and buy $35 worth of wine you are going to pay shipping. Killed the deal for me. Not a deal at all.

If you got that email you are getting the credit. You dont get any other separate email, this is standard operating procedure

Terms are pretty clear it needs to be something purchased at the Amex specific link. "Any purchases not made at wineinsiders.com/amex will not qualify for this offer."
