I've actually seen a stock pile of these at my local Walmart. It's weird they won't let you buy online and order for pickup. Must be still an issue with scalping bots.

Online and stores are operated by different sub-companies, so item prices online and stores very often are different, and they don't pricematch. The stores might not want to release the stock for online sale but to attract people to go into the store.

Unless you really want the Horizon bundle (which the game I think you can buy digital for less than $50), you can sign up the invitation from Playstation Direct.
They run the event quite often like every 2+ weeks. I didn't buy it the first 2 time, but finally got the console-only 2 weeks ago, free shipping for PS+ member or with 1 game/accessory (some said you can order a pre-order and cancel later). They don't sell Horizon bundle anymore.
