worth it to upgrade to this from a nvidia geforce gtx 1050 Ti? Video card has been acting up, screen goes dark randomly - driver updates and new monitors have not helped. Assume its video card slowly going bad...

Absolutely not -- with a couple of caveats:
1) your budget is hard-capped at $150,
2) you have a strong preference for new, lower-priced items over older, secondhand items that used to be more expensive, and
3) you have a PCIe 4.0-equipped system (this card is limited to x4 PCIe lanes, which makes it important to have the higher PCIe 4.0 bandwidth capability).

That being said, this card will perform close to a GTX 1060 even without PCIe 4.0. Nonetheless, there are better options on the market. I would look for an used RTX 2060, which comfortably outperforms the 6500 XT by 50% while only costing 20% more.
