It no longer requires a Facebook account as of August this year. You can create a meta account which is not directly tied to Facebook website in any way

A Meta (Oculus) account is different than a Facebook account.
The Facebook account requirement was removed a couple of months ago:

It doesn't anymore, it requires a meta account, they made it separate from Facebook
Read through the TOS.
It's the same company, you're only separating your Facebook friends from your Meta friends by not linking them.
They also state that you can link them later, regardless of your choice, so it's not like they're permanently unlinking anything.
Nothing will change until Zuckerberg is gone.
