FWIW I find trying to do a PM w/ Target online a waste of time. They will try everything to not match a price. OTOH PM in store is usually easier -- maybe because it's harder to say "no" when face to face, or maybe because they want the sale, which is then attributed to that store.
Online they will not price match anything the CSR perceives is a sale, even if it's not marked "sale," or doesn't have a "limited time only," or "price good through..." on it. For example, I tried to PM an ATV 4K last week, which everyone but Target was selling for $99. They said "no" to Amazon because the page said "X% off". They said "no" to Costco because they said they could not see the model on their end -- guessing Target IT blocked that item number. Too cute by half.
