Which states the same as the OP, but also gives an expiry date of Jan 1 2023.

Once you get shop card, immediately log back in and turn OFF auto renew. That flags system to send you out marketing communication (normally on monthly flyer) to renew with $20 off for 2024 via in store.

"I trust by now you've received the 2nd shop card, per the notes I can see on your membership from our marketing team. Apparently the smaller shop card was issued because you are in very close proximity to a brand new Costco that had it's own promotional sign up offer and therefore you were eligible for both."
Which is true, there is a new Costco opening in my city this month. However I had no idea about this promotion. But that would make sense why some people are only getting the $45, while others are getting an additional $10 or $20.
