All 4k streaming devices can output in 1080p though, it's just a setting in the menu.

The $20 ONN 4k streaming device is highly regarded for people on a budget and better than the hd only ccwgtv.

I would agree if it were just about resolution, but I have the 4k model on a 1080p TV and I think the hardware is just barely acceptable as it is. The issue with the HD model is that the SoC is even slower and there is even less RAM. The added AV1 support isn't enough to offset that. I haven't tried the HD model yet but I've used enough of these devices to know that less than 2gb of ram makes scrolling through a live TV guide pretty painful.
The 4k model is already on the borderline of sluggish with the included Google launcher.
