If they were actually chrome, or any metal, it'd be much more likely they're capable of removing the flow restrictor without destroying the thing. I wouldn't count on being able to tinker with these plastic crappos.
OK, product Q&A says it comes with an alternate flow restrictor and they can be swapped out or omitted, so I'll take their word for it.

2.5 is the federal limit. 1.8 is California's limit. So I assume you should be able to order this with the 1.8 gpm pre-installed.

IDK if it's better than what you have. The handheld is often very useful. If water pressure is a concern you can remove the flow restrictor from most showerheads but I can't guarantee yours. Sometimes they spray wonky when you remove the restrictor.
I use an inline showerhead flow restrictor, something like this: https://www.menards.com/main/bath...580624.h
Then I can blast it for a few seconds when I need it or turn it down to a trickle when I don't.
