Basically, a VST effect plugin is used to modify audio signals to add effects when it is "plugged into" digital audio processing software on a computer.
For example, some VSTs can make your voice sound like a Robot, A child, etc. Others can remove background noise, or popping and crackling on recordings of vinyl records.
This particular VST modifies audio to resemble the sound of audio recorded through a vintage microphone pre-amplifier that will "color" and distort the sound the same way as if one was using that type of amplifier.
