    I got this scale from Fry's years ago, it's terrible. You have to step onto it very gingerly, with one foot at first and then slowly transferring your full weight (and other foot) onto the scale, or else it generates an error message, blinking 888.88. It usually takes me a dozen tries to finally get a weight reading, if I don't just give up first.

    The tapping and then standing is pretty common for most digital scales, at least the less expensive ones. I would guess it's to prolong battery life, otherwise it would have to be on at all times.
