It is a matter of permission from the holders of the rights to the original music. For instance, if you watched the Vietnam war show "Tour of Duty" it started with the Rolling Stones "Paint It Black." The DVD version released used entirely different music because the rights to use specific music had contractually expired. Same thing has happened with "That 70s Show."
