PS: It says rebate card. Is that for MSI, Newegg.com, or is it like a visa that can be used anywhere?

The rebate is through MSI and it's a prepaid card (unsure if it's visa or MC)

All mail in rebates are a pain in my opinion.

Make sure you submit your rebate within 30 days- since that's when it needs to be postmarked by.

The rebate is from MSI. You can download the pdf with the details from the Newegg listing page. As long as you follow the instructions to the T, you shouldn't have a problem. I have had success with a Newegg rebate in the past, but others claim they haven't, so...up to you. I would buy it myself if I didn't already start buying parts for a custom build, which is very similar in specs. Unless there's a great deal on a 3080, it won't be possible to beat this price any time soon.

Is this not a stupid good deal in current market? If I go to PC Builder and plug in the CPU and cheapest MSI 3080 Ti GPU I hit $1700. Already more than this without Case, PSU, RAM, SSD, OS, and cooling.

That's my only real gripe. There's only 2 slots- so if you want 32 you have to replace the ram in there already.

I know some models have 1x16 instead of 2x8 but it shows 2x8 in the specs.
