Mix mineral spirit with a little transparent sillicon and brush or spray over anything to make it waterfroof. This is how I seal my 3D prints.

These leave a off white color on darker pieces of material. I wouldn't recommend this on breathable clothing as it will clog the pores. For material like that they make wash in coatings to fix DWR coverings.
