If you get the lifetime discount at $99 annually, it only applies if you DO NOT cancel your subscription. If cancellation is applied, users will not receive the $99.00 discounted premium in the future following subscriptions.
But if you get lifetime discount at $123 annually this year, you still can register next year to get $99 annually for lifetime regardless of whether you cancel your subscription.
