Per a Facebook message response Culver's is again offering a free value basket coupon when purchasing gift cards at least through Christmas. This year it appears to be 1 coupon per $40 in gift card.
Free basket coupons are additional paper coupons and usually expire at the end of February of the following year.

Average value basket runs close to $10 so this ends up at about 20% off if you like their food.

Looks to be purchase in-store only. Not seeing anything online.

corroborating when i just went to investigate this by buying a gift card from Culver's website:

1) banner ad at top of screen on wgiftcard.com mentions it.

2) adding a $40 gift card to my cart also adds a coupon entry with description to it:

Total Free

(typing in a custom value of $80 will bring the coupon count to 2, etc.)

There is a whole contingent of Slickdealers who purchase discounted gift cards for the stores at which we already shop. Maybe you lack the control to not increase your spending at a retailer simply because you have a gift card but many of us do.
