Yes this will be tied to your Microsoft account and accessible through the Xbox or PC.

Last Xmas they had this on the PC for $19.99.
Sold lots on fleabay.

If you want this game it's about as low priced as you will find it.

I don't have direct experience, but I think it's not easy to upgrade from the standard version. So unless you are sure you just want the standard version, it may not be worth the risk.

After redeeming, Microsoft store shows that I own both regular and 40th Anniversary edition.
I also learned that 40th Anniversary edition is a free update to existing owners.
