The site is safe enough /well run/ legit. What folks don't get is that they are a facilitator/middleman. THEY aren't selling you X item, they are hooking you up with a SELLER. A small fee is often charged for the purpose/for them to make a living. The true SELLER and the quality of the supply they have is what may or may not 'work out' right away.
I only started on this site a month ago and have bought a wide range of items with no issues.
Buy from good SELLERS with good reputations that have good resolution times on issues.
Edit: Confirmed - I could use my new balance against plain items in the Microsoft Stores.
When you are in the cart and potentially adjusting the count of cards you're buying, there is a line that says 'Got a discount code?'. Toggle that and field will appear to enter the code. I just used it against 10 cards - amazeballs!
