EDIT: No luck here. Tried again, this time purchasing with a US IP address. Turned on turkey ip. Confirmed IP was turkey. Tried to redeem the code and this:

After trying again multiple times later, to no avail, I reached out to Xbox support, and they told me that the Xbox Live Gold in a different region was causing a problem with the account. The support agent removed the Live Gold subscription, had me purchase one month of Ultimate (it worked once the Live Gold was removed), and she then added on 12 months of Ultimate for me.
So in the end, thanks to a cooperative/friendly support agent, it worked, but I had to spend a while on chat with Xbox support to get there.
I did try to VPN and buy a $40 Brazil specific code but Xbox would not let me do that, probably because I have been an existing customer and they know where I have been. I have that Brazil code for sale if anyone wants it.
