I have an intuos p+t (from 2013) that can do similar tasks and has similar sensitivity, but not having your stylus hover over the screen inevitably means you interact differently with your work. Most will prefer seeing a screen under their hand. I ended up getting a Huion kamvas 13 (that I haaaaaaaaaate and don't recommend) to even the field. Still use my Intuos as a fallback.
An Intuos is very very good for non artistic tasks (remote learning/tutoring, signing documents, assistive input if you have occupational injuries, etc ). The size and age of Wacom alone means that you'll have good software/driver support too.
And yes it is usable for photo editing. Not the most modern way, but totally usable.
After rebooting, connecting, disconnecting, putting the Chromebook on beta channel and then back to stable... rinse and repeat several times over 20 minutes, nothing worked! I was ready to return the thing.
Just for kicks, before returning it, I thought I'd try it on a Win10 laptop sitting on my desk. It auto-installed a driver and worked great. I plugged it back into the Chromebook and unbelievably... it started working! No driver, rain dance, or other activity required! YMMV.
All I could think of was that it shipped in some state that, on first connection, might be seeking a firmware update or other first-run activity that doesn't reliably complete on Chromebook. Purchased a second unit and had the exact same experience.
TL/DR; connect to a Windows machine and let it fully install before using on a Chromebook (just the first time, when it's brand new). I couldn't find this tip anywhere on Wacom's site, but it worked twice for me. Hope it works for you.

I have an older version of this and as well as a step up from this version, but not this particular one. I was really offering general tips based on my experience with Wacom tablets. The step up version is capable of working wirelessly but I always keep it plugged in. It does not have any noticeable lag and I'd bet this version wouldn't either. Sorry I wasn't able to give you first-hand knowledge.

Far as I can tell they're both just pressure sensitive trouchpads.
8192 vs 4096 pressure levels is an obvious gimmick (people did just fine when it had 512, and FWIW I'd be fine with 8), so what is the actual difference?

she says there is no comparison between the wacom tabs vs the ipad + pencil. for portable drawing ON the image, of course it is apples to oranges but for general graphics work and practicablility, usability, comfort, etc, she says ipad is awful and wants to return it.
just my 2 cents for those who are trying to decide between this vs an ipad option.
Bought the Affinity photo suite since getting Photoshop now is so pricey. Before upgrading my computer I dabbled in Photoshop.

Wacom is a major name, so part of that cost goes to that (you'll get more features from a lesser brand for the same price), but Wacom has also been doing this forever. They include free software to get you started, whereas the others are a "Here's your hardware, get your own software" type of deal (which, for some people is totally fine! I'd love to take $10 or $20 off the price of a Wacom since I don't use the software)

Which acts as a secondary screen (this is the pro model with 1440p resolution) letting you draw directly onto the screen surface with pressure sensitivity. And it's $319 after coupon right now. That's a crazy price. Wacom does have the Wacom One, but it's lower resolution and the screen apparently doesn't have the best feel, it seems like a lesser device for a similar price.
If you do go for a generic brand, I'd just suggest one that has been around for a while. HUION and XP-PEN are the 2 that come to mind, but I haven't tried either. Apparently they've taken the crown from Wacom for the most part.. I was going to buy that Kamvas Pro 13" above, but decided against it since it seems geared more towards art than photo editing

i want to support her artistic ambitions but i have a basement full of pottery wheels, easels, etc...so I don't want to spend a fortune on something that she might get bored with...

The benefit here is that you can use any PC applications you want, which is huge! But the downside is you're needing to be tethered to your PC.

It was on sale for $249 the other day, so you might be able to still find it for that.
Personally, I would go with the Huion Kamvas Pro 13 2.5k version, as the screen/pen/resolution are all much improved and it can be had for $319 right now after the coupon on the page
