Per Chase's customer service rep, these % cashback promotions are offered by merchants/retailers/vendors, not Chase.
Walgreens seems slow, compared to Kohl's, with payout to Chase cardholders. So be patient, SDers' 
Update 12/06/22. I bought $100 AMZ giftcard at local Walgreens with one of my Chase card on 11/29 and received $20 cashback on 12/05. Check attachment below.
I still have another Chase card that has the offer. This week (Dec 4 - 10) my Walgreens runs a promotion: purchase of any two Burlington, Delta Airlines, Domino's, H&M, Red Robin or Wayfair Gift Cards, get $10 Walgreens Gift Card for free. Walgreens rewards membership required.

Just stopped by my local Walgreens this afternoon Dec 10 and bought 2 $40 Domino's and 1 $25 Uber giftcards. Received free $10 Walg giftcard and 2 redbox codes for Free Movie Night

I guess if the cash back comes with gift cards, Amazon is probably the most versatile unless you have some specific large spend coming up for holidays, Best Buy, Apple, Etc.
