Better. The only real advantage the second one has is more stages, that this entry will get with time. At this time both have a good player base and are competitive. The third game has an expansive single player campaign as well as a new season of content that released today including two new stages and a bunch of new gear.

Is all that new stuff paid DLC or did they give it to players for free?

All content in the third game is included, for now. A hefty DLC pack is planned for the future (probably as early as summer 2023) that will be paid. The second game had it's DLC included in the required Nintendo Switch Online service, so a similar thing could happen with the third game as well. That said there is a lot of content in the third game.
