Forza or Need For Speed are my top picks, just need to figure out which are best for an i7-7700, 32GB, & GTX 1070 system, then which of those are the best price.
They'll sell the base game for $10 or the full game for $20. Still, if you want it *now*, this is a pretty reasonable price.
EDIT: Just checked, back in October the devs commented the title would not be de-listed anytime soon so if you're holding out for that $20 Ultimate, you're gonna be waiting awhile

If you don't mind not owning the game outright and paying a monthly fee, Xbox Gamepass for pc has Horizon 4/5 available along with many NFS games through EA Play (which is included).
You can find cheap deals for Gamepass here using VPN shenanigans.
My understanding was that it was due to not wanting to indefinitely pay licensing fees for the cars, but maybe the music too?

No Horizon 5 is online based. Even if you play single player. Of all the Horizon games (played em/own em all) part 4 is one of the better ones.
In my opinion I rank them: FH1 or FH3, FH4, FH5, FH2
