Clean them with rubbing alcohol, or glass cleaner if you do not have any RA.

Most streaking/chattering is due to build up. If the rubber is not broken you can usually clean them to work well again.
Make sure to clean the windshield, esp where the blade parks, as well.

Yeah a reviewer commented: "If anyone is curious, these are made by Bosch and are their lowest end line of beam wiper blades (Clear Advantage) made of graphite coated natural rubber.

They are not as durable as the ICON line, but their price reflects that (1/3 of the price). While these will last 6-12 months (on average), the ICON wiper blades will exceed that by 2-3x (the rubber formulation is just that good)."

Not sure if the payback is there, haven't calculated it myself as they're only wiper blades, but silicone blades, while more expensive, will last a LOT longer than the cheapos, and do a better job cleaning the glass, too.

These are supposedly manufactured by Bosch. I'm still waiting/hoping for the 'top lock' versions to become available since before the previous deals. The only size they have in stock is 22"/22".

I completely agree. In Northern California the silicone wipers last me about 3 years.

I replace the rubber on the blades. I feel like the manufactures' wipers work just fine unless it gets damaged. Although the rubber alone can sometimes cost as much as the whole set.

I bought a set for the Honda Accord a month again with some skeptics. So far they perform better than the Costco Michelin Wiper blades., and they are pretty quiet when in motion.
