I ordered the 3pack a while ago and have to return it. The app interface is so horrible. It always say my WiFi is not connecting on Apple device

Bought this deal last spring, I think they were a bit more at that time.

I got them for my son's house, he has a dead spot in his room and these alleviated that issue. No more lag on his playstation. They worked well enough and were easy enough for my 10 year old to setup by himself.

Eh. I have the older Orbis and I have only needed to reset them maybe 1 time across 3 years of heavy usage. As much as this deal is tempting, the orbi 'just work'

So I bought a set of two a few months ago to solve a dead spot in a second floor and they have worked beautifully.
To answer your specific question, there is no default primary device in the documentation or in the app whatsoever, so I do not see why you would not be able to get two two-packs.
