A 24" mountain bike, a 20" BMX race bike, and a 16" BMX park bike can all be the "right size" the same kid.
A 20" BMX bike might be OK for a 7yo riding around the neighborhood, but is going to be large and unwieldy for practicing how to do stuff like bunny hops or doing tricks at a skatepark.
Our local BMX shop usually advises parents on the edge of deciding between sizes to size up if it's their only bike but size down if it's going to be a dedicated bike for park riding.
