If you are an existing FIOS customer, without Verizon Wireless (cell) service, give this a try.
Check http://verizon.com/specials to see what is currently offered in your area (make sure the zip code is correct).
Try ordering it, but most likely it won't give you that price when you get to the options to order.
If the offer is less than you're paying now, chat with a rep, mention that you see the offer but it won't let you order it.
They will say it is not applicable to your account.
At this point you can try asking to speak to a supervisor, that isn't the path I took though, they offered it later in the chat.
If your area also has a competitor like Xfinity, mention that they are offering 400 meg for $29.99 per month (or whatever offer is in your area). Not sure if this helped my case or not but can't hurt if you have a similar offer.
They probably still say they can't do anything.
Ask them to schedule cancel of your service on the last day of your billing cycle (if your billing cycle ends in a few days, don't risk that, either wait a few days to try this or tell them to cancel at the end of your next billing cycle a month out since it will take you a while to get the new competitor service installed).
In my case they then offered for me to talk to a supervisor. I restated the case to them, and they applied $10 discount to match the offer on my current plan. Got an email, accepted the offer, and was good to go.
No 10 year price lock included in my deal (no router either but I don't need that). The 10 year price lock says only for customers who have not been active in 180 days. So if you really want that 10 year lock, you probably have to cancel and sign up again under a new name (there is a specific process to follow when doing this, make sure you schedule the cancellation on the last day of your billing cycle and the new service to start on the day after that, and you will have some downtime).

Currently on Comcast Xfinity internet 100Mbps for $35 and I hate having to contact them every year asking to renew the promotion and had to go over a the "only offer to new customer" bs...

In my area Xfinity is now offering 400M for $30 per month for 2 years (with 1 year contract) for new customers, so you may want to try and get that (or use that to get Verizon to match).

That said, not sure about the speeds, I sometimes see speeds over 300 and quite often see speeds well below 100 in the week I've had service. Time will tell if this was a good move, but my previous ISP was RCN and they jacked up the price (was on a 200 plan for $49.99 and went up to $79.99) and reduced my speeds to 100.

If you're getting those speeds wired it could be your router (you can test plugged directly into the ONT to make sure) or something loose, you can contact them and they'll check stuff and may move you onto a different fiber with less people sharing it.
