If you are an existing FIOS customer, without Verizon Wireless (cell) service, give this a try.
Check http://verizon.com/specials to see what is currently offered in your area (make sure the zip code is correct).
Try ordering it, but most likely it won't give you that price when you get to the options to order.
If the offer is less than you're paying now, chat with a rep, mention that you see the offer but it won't let you order it.
They will say it is not applicable to your account.
At this point you can try asking to speak to a supervisor, that isn't the path I took though, they offered it later in the chat.
If your area also has a competitor like Xfinity, mention that they are offering 400 meg for $29.99 per month (or whatever offer is in your area). Not sure if this helped my case or not but can't hurt if you have a similar offer.
They probably still say they can't do anything.
Ask them to schedule cancel of your service on the last day of your billing cycle (if your billing cycle ends in a few days, don't risk that, either wait a few days to try this or tell them to cancel at the end of your next billing cycle a month out since it will take you a while to get the new competitor service installed).
In my case they then offered for me to talk to a supervisor. I restated the case to them, and they applied $10 discount to match the offer on my current plan. Got an email, accepted the offer, and was good to go.
No 10 year price lock included in my deal (no router either but I don't need that). The 10 year price lock says only for customers who have not been active in 180 days. So if you really want that 10 year lock, you probably have to cancel and sign up again under a new name (there is a specific process to follow when doing this, make sure you schedule the cancellation on the last day of your billing cycle and the new service to start on the day after that, and you will have some downtime).

If you use your spouse's name and all different information, then you should be able to get the 10 year price lock and other features of the deal.
However before starting any of that I'd recommend going "in cognito" or "private" and checking to see if you can even get the deal, go through the process of signing up for new service as a new customer (you don't have to complete it or give any info other than your address) and see what the price is. For me it was coming up $49.99 even though the specials page said $29.99.
If you do see the $29.99 price then the process that always worked best was call in and schedule cancel for the last day of your billing cycle (not the bill date, you have to look at the bill on like page 2 or 3 and see when the service starts and ends). Wait an hour or so then go through the process of signing up as a new customer. Having the pending cancel in the system will avoid having to provide proof that the prior person is moving etc.
I don't care much about the 10 year price lock or whatever gift card is offering, so having them knock $10 off for me and bring my existing service down to $29.99 is fine. Heck the 10 year lock also locks your speed in, so if they start offering 400M, or 500M for the same price, and you choose to "upgrade" to it - you'll lose that price lock anyway. They went from 200 to 300 about a year ago, so would expect it again in the future (especially with comcast now offering 400 for $29.99).

I've had FiOS for many years now and it has been $50/ month for the lowest tier service with $10 autopay discount, working out too be $40/month.
They also have had the additional Verizon mobile bundle discount for at least the last year. What I don't like it's their info page is pretty unclear about what the discount amounts are for each autopay and mobile bundle.
But iirc, it would be $10 autopay discount and the rest of the advertised price either come from mobile bundle discount.

I have to pay a month of trial service and returned the unit. They still sending me a bill for $216 every month since August. Because they think I didn't return the box. What's a crappy system for a big company!
