Here's how I got the $5 off offer: In Chrome incognito, allowed third-party cookies (disabled the block third-party cookie option). On loading the promotion page, the Identity Shield offer popped up. Closing the pop-up didn't do anything. I opened another tab, then went back to the earlier tab, then the $5 off offer showed up. For the Deluxe + State, I got $29.95 - $5 = $24.95 (+ tax).
When I hit the purchase button, it showed an offer to upgrade to Premium for $15 more. I didn't take it but looks like it comes to the same total as the Premium in OP.
