That means you're order is under manual review, and a person has to go in and verify the details to make sure it isn't a fraudulent purchase. Non-standard emails and VPNs can do that.

1) Do you know if it can be used multiple times? I.e. multiple $200 VGCs.
2) Do you need to activate it every time after each purchase?
I couldn't find anything in the T&C. TIA.

I have used them in the past to pay my Sprint bill. If taking this route, I would highly suggest to use all the amount in a single transaction as normally any amount that is above the current wireless bill will be credited and used in the next month payment and thus eliminating the need to keep a track of the balance on the virtual visa card as there will be a charge for inactivity.
