I think I know why some people are not getting it. Paypal/Honey essentially shadow ban accounts from earning rewards. I was shadow banned from honey rewards for reaching out on a Sasmung offer I saw for a Tab S8 ($100 offer) and they essentially ghosted me and now I can't earn any rewards. It happens to a ton of people (check their twitter replies). They also pretend to look into the issue if you contact them then block you on social media. They are pretty shady tbh.

A search for "Starbucks" gives me zilch.

Don't log in until AFTER you click on the deal. Logout of PayPal. Click on the link in the deal description. Find the offer. Click on it. Then click the button on the deal that says log in to save deal.
Worked for me, the OPs instructions are little hard to follow, but i did this

Reloaded and got the points right away. It wasn't obvious to me where to look on the PayPal website for them, but in the mobile app it was front and center that I had 500 pts earned today.

I was able to add the offer by clicking the link and logging in. I paid for a $10 gift card in app and it immediately loaded the 500 points into my PayPal account which I cashed out for money. I previously did the other but $10 get $5 back offer a couple months ago.
My wife's account was not targeted for this offer and I could not see it in her account.
