Loropetalum (common name Chinese fringe flower) is not listed by the FDA or the ASPCA as a poisonous plant. This plant is in the Hamamelidaceae or witch hazel family of plants. Witch hazel leaves, flowers, and stems may cause constipation, vomiting, or nausea if eaten. Loropetalum contains tannins that create a bitter taste. Most children, dogs, cats, horses, and other animals will avoid eating it.
This is a very strange shrub to have as a bonsai. This is a common hedge shrub in the southeast. I've never owned a home without dozens of them.
The leaves can be very irritating to some individuals. This plant is just about the only thing I've ever found myself allergic to. Trimming my hedges leaves me in a rash for the remainder of the day. Likewise with my mother-in-law.
I'd say this is a hard pass for a bonsai. Just makes no sense.

Unfortunately I think your prairie dog coterie would be included in those "other animals."
