Wrap a Bic lighter in plastic wrap and tape it a bit to keep it wrapped up.
Now put that pill bottle of cotton balls, and the Bic lighter in a zip loc bag.

As I suspected, plenty of extra room in those waterproof cases. There's a cardboard spacer in there that takes up almost a full inch at the bottom of the waterproof case. Makes it look like the entire case is full of product when it really isn't. Losing that cardboard spacer frees up enough extra room for a small box of wooden matches, a credit card-sized fresnel lens, a birthday candle and a Bic Mini lighter. It looks a regular sized Bic would probably fit with a little finagling.
