I requested an unlock from the AT&T website without a SIM. It took six days, and I didn't have to go to Microsoft.

I got this phone last year. It's a great "device with a phone function ". Using it for a few months I find that it's not suitable for my daily life. You have to flip the phone open every time to see who is calling or messaging or just any notifications. It's hard when you have to take a quick picture on the fly. The things I like are, it's fast, 256gb/6gb ram, and you can run two apps at the same time and screen. But I sold it and bought a different phone. For this price I'm thinking about buying it again as a second device/backup phone.

I requested an unlock through AT&T portal and was rejected.
I had to go through Microsoft and it took a couple weeks.

This was a year ago. Not sure if it is available to be unlocked, just saying what my experience was a year ago.
