Someone was using the computer for some time, but usage may vary. It could have been left on someone's desk for 3 years or it could have been dropped a dozen times on concrete. After Dell Leasing takes it back, cleans it, makes sure everything runs, they then assess and assign a cosmetic grade. A is the highest, so it should look almost perfect - e.g. no dent no scratch.
This is done by human so sometimes they make a mistake and assign the wrong grade or didn't realize something is broken, so in that case you can complain to them and they will very likely offer some remedy to you.
I would only recommend grade A because they are already so cheap. But if you're also interested in other grades most of those are available on eBay (I used to bid on grade B on eBay and you might save an additional $20 or $40).

It is a Celeron but has acceptable speed. Not sure which gen i3 or i5 it compares to.
This one is $111 or so and has 8gb.

There may be some models that do use standard components, but they are few and far between. I can't even recall any off the top of my head.
For the best experience with standard components, build it yourself. You get to cut the corners then.

what are your thoughts that HP may have the better components over Dell?

Prebuilt bios options are very limited. You're forced to use jedec complaint ram in upgrades because boards don't support xmp. Cases have poor air flow... list goes on and on.
Better components? I think it's the same. Ask the person who told you this to justify why they think they're better.
