That is the starting bid price for an USED/pre-owned card and on top of that you will have to add shipping cost as well.
Speaking for myself since I'm in the market for a new card: for a pre-owned RX6700 I would not pay more than $250 shipping included, assuming the seller is great and the card was not abused... but even here I'd be on the fence: buy a brand new RX 6650!?
With more context the lower and mid-tier cards have been subpar for a great RT experience. Even the 3070 has some games with 25fps on max RT.
i upgraded from a 1070 (which is 60% faster than R9 390) to 6650 xt (whic has about the same speed as 6700)
it is not the top performance that surprised me, it is during normal games, the 6650xt draws only 40~50w watts where my old car draw 120W~150W. i can barely hear the fan and the card is cool to the touch.
i also have a 6800xt, and in almost all cases the 6800xt draws at least 2~3 times the power than 6650xt. unless you need that extra performance, i think the 6600xt or 6650xt is most efficient card out there, more so than even laptop 3070.

amd ray tracing only works well in 1 game, that's metro exodus but only if you play at 1440p or lower. as soon as you go to 4k, ray tracing on amd cards turns into garbage in that game too
if you want ray tracing, especially at 4k, you need to ignore the radeon 6000 cards completely. save your change for an upcoming mid range radeon 7000 card or buy an nvidia gpu.
