I paired one of these dimmers with my Hue Zigbee Light Bulbs in Standalone mode and it works well. No hub needed.
This deal in particular comes with a wall plate for paddle type switches. The dimmer itself is designed to work with flip switch. The kit that comes along with this makes it adaptable to help you get this dimmer set up and working.

You use this to dim smart bulbs. It essentially prevents the switch to the smart bulb getting turned off. Make sense? Someone correct me if I'm wrong. I've never used one of these.
I believe the latter - just giving you the ability to leave the smart bulbs "active" and adjust the dimmer as needed. But someone correct me if I'm wrong.

I do not have a Hue Bridge. For my use case, I connect my zigbee Aurora dimmer directly to my zigbee Hue bulb. Standalone mode, I think is what its called. I use dimmer to control 2 light bulbs in unison. I do not need further function at this moment.

That's correct how they work. Fantastic devices as they are quick response and don't rely on my (inconsistent) WiFi. Only gripe is that Philips holds the device back (IMHO) by only letting it do on/off and dim from one state. No custom options for double tapping or holding the button for a second light state. Only Philips buttons can do that
I don't need one badly, but would have gotten another at $25. Bummer.
