That's because they are brand new, they just can't say that because of their exclusivity deal with Home Depot. I've bought dozens of Reconditioned tools from DTO with no issues whatsoever other than RECON branded somewhere on the tool.

You can find a ton of other testimonials over at the Ryobi Rebels Facebook group.
I've bought numerous reconditioned from DTO, and every single one was defective. It's as if they didn't even try and fix the defect from the initial customer, they merely sold it as is. The worst I had, and last recon I ever ordered from them again, was the ryobi band saw. Came to me with the power button dangling out of the casing, the belt wheel was lopsided causing it shake so bad it was definitely unsafe to operate, and the work plate wouldn't go up and down. They literally sold me a piece of crap. I only buy blemished now. Have not had any issues with blemished yet.

They always just look heavily used and I've had some straight up not work. Factory blemished always seems brand new

Second this. In my case, the pressure washer I bought was just a Home Depot return. Whoever used it, stole the spray gun, bent the connector and then returned it to Home Depot. The return receipt was attached. I had to ship it back.

I've bought this one and the one a bit more powerful than this one and the wand didn't work i took it to DTO and they exchanged it no questions asked so ymmv on what you get

I know it's not as powerful at only 600 psi, but I picked up the factory blemished 40V EZClean kit. After tax it was $134.82.

If you go to the Ryobi Reddit you'll find out that the 40v and 18v are actually the same psi. Only run time changes and the 40v is very cumbersome.
Consider cancelling and getting 18v via phone call. They will make you cancel the entire order.... They won't make adjustments.
