I'd be inclined to suggest that your take on these systems might be a bit harsh given their value proposition ($120 for a Windows 10 PC that will run Excel and browse the web just fine)... until I peek over at other listings on Dell Refurbished and find dual-core i-series 3070 models selling for only a "few" dollars more at $149 [dellrefurbished.com]. (Note that Dell Refurbished has consistently mislabeled these Pentium Gold CPUs as 4-core)

One value in those newer 3070 systems is that those newer models natively support Windows 11 (unlike the Skylake systems). Additionally, for much less than the asking price commanded by Dell Refurbished, you could buy a CPU upgrade to an i5 or i7 via eBay for $100-150 and have a solid, long-term productivity box on your hands.

Obviously, you might do better with Dell Refurbished to simply wait for better deals on systems already equipped with said i5 or i7 series CPUs. For now there's a huge jump from the Pentium Gold equipped PCs (around $150) to their i3 ($340) and i5 ($360) equivalents. Perhaps there's another coupon(?).

Best to wait longer, Dell just laidoff 6600 ppl, that's a lot of desktops/laptops being added to the site.
Skylake garbage. Remember any benchmarks you see might be prior to the massive security related nerfs required to make them safe to use. These are the CPUs that introduced a massive number of hardware design vulnerabilities because Intel got lazy. I feel like Skylake was the point where Intel really just fell down on their faces.

This price isn't that great. Got my wife a 3050 with essentially the same specs (i5-6500, 16GB ram, 256GB ssd) early last year for around the same price. Skylake was slower than I expected. Felt more sluggish than my old 2600k build (didn't figure hyperthreading would make that much of a difference). I got her a Mac Mini M2 instead and it is leagues faster. Gonna repurpose her 3050 as a plex server.

I am still running a 13 years old Dell Studio XPS 8100 PC (i7-870; Windows 10; crashed frequently; worse than Windows 7). It's not a small form factor PC.

What's a cheap/refurbished, good replacement PC? Thanks!

Mostly browsing.

One app that's consuming lots of CPU cycles is converting video files from x265 to x264.

Also, the XPS 8100 allows me to connect to *two* monitors via HDMI and DVI.

I'd keep an eye out for something like this:

Toss in some extra storage and you will have a solid productivity/browsing machine that can convert videos easily too, especially if your conversion software can utilize Quick Sync.

Well prices for 12th gen should drop a lot as Intel recently dropped the price by 20% across the board to get rid of inventory. That probably is responsible for downward pressure on older systems. If you don't need one you should wait. If you want to use it as a server that doesn't run Windows then it's a good deal (Because pre-8th gen isn't upgradable to Win 11 (without hacks)).

I will admit that I haven't tried "upgrading" to Windows 11 from an existing install. I have done some clean installs on almost ancient hardware (old Dell Optiplex 3010). I had to make sure I had TPM turned on and Secure Boot enabled. Otherwise it installed without complaining about anything and just works as far as I can tell.

These are okay machines but not very upgradeable. The VIP Outlet walmart HP pavilion refurb with Ryzen 5600G and Radeon 5500 4GB at $360 is a much better deal if you can afford it.

these aren't gaming PCs. people buy these for basic stuff that $360 can buy 3 of these. "gaming" is not the one and only thing people do on their PC.
