Can some one clarify if "spend xx dollars and earn yy Walgreens cash rewards" promotion is before manufactures coupon correct?

Also, how using Walgreens cash rewards will effect new cash rewards promotion?

example:

Spend $25 in Beauty & Personal Care, Earn $7 W Cash rewards
Beauty & Personal Care items - $35.00
Manufacture coupons - $11.00

Order Total - $24.00

Can I use any cash rewards on this order/how much and still eligible for the new $7 W Cash rewards?
