BTW you do make some progress every time you play in that your weapon progress is stored and not lost when you die, so you are leveling up that particular weapon each time you use it. Even if you die and turn off the system, if you pickup that weapon again in future play throughs, it'll pickup where you left off.
Your weapon and level makes the difference in how challenging the game is. Like the default pistol is pretty powerful once fully leveled up. I gotta mention the Electropylon Driver, that weapon felt like a cheat code in the game at times as beating some enemies was almost too easy with it.

it's just an artificially way to inflate the hours of playtime, same way metroidvania games make you walk through the same hallway 100x time before actually having the key to open the door to the next area
