Most modern devices (Amazon Fire TV, Apple TV (all generations), Roku, and Chromecast) are always on and use standby mode when not in use.
*edit, by this I mean the 7in1 USB c hub.
(edited) well changing the USB cable seemed to do the trick.

They are different.
HDMI Selector = HDMI Switch:
Input from devices(XBOX, shield tv, Nintendo, PS)>output to 1 monitor(TV).
HDMI Splitter: Input from devices(XBOX, shield tv, Nintendo, PS) > output to 1 or more Monitors(TV) at the same time and same screen. But some Splitters support not only Clone but also Extend PC Screen.
About Auto select.
Let me give you an example.
Condition: PC and Shield are connected to 1 HDMI selector. You don't want to use a remote or buttons.
1. If you turn them on at the same time a fastest booting device shows up on TV.
2. "I want PC instead of Shield TV. But Shield TV came up first. What am I supposed to do after booted?": Wait until Shield is completely booted(You can see Shield Menu and Icons) > Now, turn your PC on.
3. "Ok. I ended up using PC. I want to use shield TV at this time. Can I just turn on Shield TV?": No. Turn off your PC first > Turn on Shield TV.
4. "I'm using Shield TV now. My PC is turned on. I turned off Shield TV. But I can't see a PC screen. I can see only a black screen.": Turn off your TV. Wait for 10 to 20 sec. Turn your TV on.
HMDI Cable: If you use 4K 60hz selector you don't need HDMI 2.1 cable. But if you use 8K 60hz + 4K 120hz selector you must have HDMI 2.1 cable. Otherwise you can see nothing on your monitor.
Power Adapter: You may need a Power Adapter(included or separately) if you use certain devices. You don't need a power adapter for XBOX, PC, Nintendo, Shield TV, Fire TV(cube, stick).
Compatibility: Nobody knows until you test it. Some people may have Compatibility issue.
