This looks similar to the $80 ones 8 years ago. Is there a reason to get this over a refurb ninebot I wonder

This is literally a scooter from 8 years ago with big and heavy lead acid batteries, a weak motor, a chain drive from the motor to the rear wheel. Although they did have versions with collapsible front bars this does not appear to be one of those so it would not even be very portable.

I'd definitely recommend getting something more current over this thing.

Source - got two of these from a Kohl's deal for around 100 bucks each 3 years ago.

A little more expensive but there have been Segway ES3 Plus / ES4 (refubished) for 252 plus tax on sale recently. Hit or Miss on what you get but if you get a good one much better deal. you get a bad one send it back.

If this does not have a lithium battery.. Would probably pass for most people .. I would never buy anything without a Lithium battery for myself (unless a zero turn mower or car). Had 2 to 4 kids scooters just go to junk because of the battery. If you get one make sure you keep it plugged in and ridden regularly and that you can open it up and change it yourself if needed.
