One week it's 60% off, the next is 40% off, the next is Buy One Get A Free Toupee, etc. And since they change the base price of the tools more than a women's clothing store, that 35% off sale might be a "better deal" than the 60% -- or exactly the same.
Their shipping would be worth $7-14 --- if they protected the tools. They're just thrown loose into brown cardboard. I've had stuff broken, DOA, etc because of their carelessness. And turnaround time between ordering and actually getting it? Could be as short as 3-5 days or 3-5 weeks. Hope you don't need it anytime soon!
To be fair, I've gotten a bunch of tools from them, and for like 75% of them I'm happy. But when it goes wrong, it's not worth the few dollars savings. Go to Home Depot and get it in person. DTO is only good if you're looking for a specific X tool at $D price point, and it happens to hit those conditions.

so this is only better than 50% plus $15 if you're spending less than $37.50
but this lessens the risk if you order multiple items to mitigate shipping cost, and they decide to send only one.
and look at the low-priced items with 70-90% discount ...

Maybe not a screaming deal, but pretty good. Gonna come in handy this summer. Thanks OP.
