You can not have more than 1 Sapphire card at the same time, and you can not get a new Sapphire signup bonus if you received one on any Sapphire card in the last 48 months.
For anyone debating on whether to go for this, know that the all time high is 100k bonus points, making this a very lucrative opportunity.
You can- I've seen YMMV reports about how many days you need to wait between cancelling and new application though.

I have CSP, CF, CFU.
I think I have my CSP since 2015 so I am sure I am eligible for the offer.
I plan to downgrade My CSP to CF since we can have more than 2 CF but how long do I need to wait before I apply CSP for this offer?
And should I call the branch first to check for the offer since the nearest branch is like 3 hours away?

How about having chase sapphire as "authorized user" instead of primary card ? Does it count towards only "1 sapphire card" at a time rule ?

No. My wife was an authorized user when I had a Sapphire and she was able to apply for her own and still get the bonus.
I wish this card included precheck/global entry. I'm due this year, so need a new card. Don't really want to spring for CSR to get, but would like to stay with the UR points, rather than start up with CapOne Ventures
Cancel CSR and get preferred for the bonus, then also get the IHG platinum, only $99 annual fee and includes pre check/global plus 1 free hotel stay a year. Worth it to me!
Probably not. Pretty sure I explained this earlier. There's a few possible ways it can HURT your credit, but they're narrow circumstances and except for one, narrow impact.
1) If cancelling the card reduces your total available credit by a LOT, because you have very few cards and/or low limits on other cards- that can hurt you. If cancelling instead would bump your normal utilization month to month from say 2% to 4%- that's not going to matter.
2) If cancelling the card would significantly hurt your average age of credit (and as someone else suggested, unless this is your oldest card, or you have only ever HAD very very few cards in total, this also won't be significant.
That said- it's usually marginally better to downgrade than cancel if you can (and sometimes useful in and of itself to have say a second freedom card or something).... but cancelling won't "kill" your credit score outside the narrow circumstances above.
