Most entry-level AMD-APU laptops support FreeSync AFAIK.
For Intel (depending on the precise implementation on the display and in your particular laptop), I believe most newer Intel IGPs are VESA-standard Variable Refresh Rate supporting. FreeSync is closely (inter)related w/ VESA VRR, and many 'FreeSync' monitors are actually 'VRR'.
Good deal for an entry-level budget gamer, or someone that needs another and/or bigger display for their budget laptop.
Even for non-gamers, anything over 60hz feels less straining and smoother. (moving around a window on your desktop will make the improvement immediately noticeable)
